nial bonus (and the vast majority of them still retain the
right of it) good conduct badges (to be non-pensionable as
follows:
1st.badge (after 2 years service)
50 cents per month.
2nd, badge (after 5 years service)
$1 per month
3rd.badge (after 8 years service)
$1.50 per month.
Such badges would I estimate cost,8 years
after inauguration and if all constables who were entitled
to them earned them, $2,300.
The average annual amount paid in bonuses to
the Chinese Police during the 5 years ending December 1896
was $1,500.
The institution of the bacges I suggest, and
the cancellation of existing claims to bonuses, would mean
an increase to the pay of the Chinese Police as a body of
$800 per annum.

But since some would temporarily lose their
badges for misconduct the increase would not in reality so
large.
The institution of these badges would act
as a stimulant to good conduct, and be a valuable substitu-
tion for the bonus system.
